How do I edit an html signature in Word?

I'm creating a template signature for the users in my company. One template
in html, one in rich text, one in plain text. The signature is Arial 8pt and
has some bolding and some alignment features. The idea is to give the
template files to our users to save in the Microsoft/Signatures folder on
their computers, then provide instructions for customizing certain fields in
the Outlook environment.

Creating the rich text & plain are no problem, but html issues are:

1. When I edit the html text using Word then run the signature by opening a
new email message, I get an error message that says, "Your current security
settings prohibit running ActiveX controls on this page. As a result, the
page may not display correctly."

2. I tried to edit the signature in a non-Word environment such as
FrontPage, however FrontPage doesn't allow me to set tabs (needed for
alignment) and use Arial 8pt font (it's really 7.5 which is too small and
doesn't show bold).

3. I tried using a table in FrontPage for my alignment issues, but given
this is just a template, the user wouldn't be able to delete a line in the
table in the Outlook environment. All editing on the user's end must be
simple and accurate in Outlook.

I'd try editing the raw HTML in Notepad.
