How do I download IE6 if IE doesn't work?

Microsoft Knowledge base article 318153 states:

To resolve this issue, reinstall Internet Explorer 6. You can obtain
Internet Explorer 6 from the following Microsoft Web site:
http://www.microsoft.com/windows/ie/downloads/ie6/default.asp

All this site does is run a 400k installer that installs the proper version
on my system. I need to be able to download the whole thing as IE does not
work on the problem system. Running the installer fails when it tries to
download.

Windows version? Is IE6 currently installed? Was it ever installed? What
issue?

If it's hijackware-related, reinstalling IE won't help: It hijacks Windows,
not the browser.
