We are supposed to guess whether you have a free or paid account?

For paid accounts (and if it is a Windows Live Hotmail Plus account, not
an MSN Premium account), you get POP3 access and can use that but then
you lose the IMAP-like features of WebDAV (which is getting replaced
with DeltaSync). If you are using WebDAV (an HTTP account) then that
access disappears in June 2008 when Microsoft discontinues it on all
their HTTP mail hosts, and you will be forced to move to their new
DeltaSynce. No version of Outlook supports DeltaSync and why you have
to install their Outlook Connector plug-in that you can download from
their site.

For freebie accounts, WebDAV access to them was discontinued way back in
November 2004. You either paid to get a Plus account back then to have
them enable WebDAV access on your account so Outlook could connect, or
you paid them and got POP3 access after November 2007 when they returned
that protocol but only for Windows Live Hotmail Plus accounts. So if
you have a freebie account, you won't be able to connect using Outlook
or Outlook Express - UNLESS - you get the Outlook Connector plug-in (for
OL2003/2007 and you have a Windows Live Hotmail account and not the old
MSN Hotmail account) or you use Windows Live Mail.

In short, and assuming you have a freebie account:

- Make sure you are using a Windows Live Hotmail account. If still
using a MSN Hotmail account (not likely anymore), convert it to a
Windows Live Hotmail account. There should be a link to do that.

- For OL2003, download and install the Outlook Connector add-on. Create
your Hotmail account in that.

- For Outlook Express, you're screwed because it doesn't understand
DeltaSync, only WebDAV, and Microsoft is turning of WebDAV in June.
Plus you couldn't use WebDAV, anyway, with freebie account after
November 2004.

- For Windows Live Mail, it knows DeltaSynce and can connect to freebie
Hotmail accounts (that are Windows Live Hotmail accounts).

All you probably need is the Outlook Connector add-on. It should work
with your Outlook 2003.
