how do i change default home page.

sounds like a stupid question, but here's the rub.
when i try to change it from the Tool/internet options,
it sends me a message:
"this operation has been cancelled due to restrictions in
effect on your computer. please contact the system
administrator"
i AM the system's administrator and i have no idea why
this is happening.
when i try to change it from Start/settings/Control
Panel/Internet Options, the Homepage options are greyed
out and disabled. I'm stuck with the stupid default page.

HELP. i need to reassert control over this browser.

Close IE.
Open Regedit.
Find the value NoBrowserOptions and remove every instance of it.

You might try this from Mike Burgess first if you use SpyBot:
'Did you by chance run SpyBot's Immunize feature?
If so, you can unlock by unchecking the option to "Protect IE Control
Panel"
