Locked Home Page and inability to access Internet Options (IE6)

My ISP joined forces with Yahoo Internet and I had to
change some settings. Yahoo hijacked my home page. I was
was able to "Reset to original settings" but that is MSN -
not what I wanted.

The home page is locked and I can't change it and when I
click on Tools-Internet Options from the browser, I get
the following message:

This operation has been cancelled due to restrictions in
effect on this browser. Please contact your system
administrator.

I also can't change it from the Control Panel (Internet
Settings).

Do I need to reinstall IE 6???
