Cannot access "Internet Options" through "Tools"

I made a big mistake and allowed Comcast's software
program to automatically change my email options on the
changeover from AT&T. the email worked but the software
also changed my Homepage to Comcast.

Now, when I click on "Tools" and then "Internet Options"
to change my homepage, I receive a "Red X" error message
entitled "Restrictions" and the message tells me "The
operation has been cancelled due to restrictions in
effect on this computer. Please contact your system
administrator."

When I go in through the Control Panel and then Internet
Options as the "System Adminstrator," the area to change
my home page is greyed out and will not allow any changes.

How the heck do I fix this. I have tried restoring from
an earlier boot and it doesn't work.

Did you try going through the browser to access the
homepage field? Tools>Internet Options
.

As I said originally, that is when I get the Red X error
mesage. I can't access any of the Internet Options via
Tools through a borwser.

When I go to 'Tools' 'Internet Options' I get the following error:

If you have SpyBot S & D installed, go to SpyBot - Search and Destroy
Immunize, and UNcheck the "Lock IE Control Panel..." box.
