How do I block Internet?

We have 2 Win2k computers that are on a domain (the server is located
somewhere else) and run a software app that uses IE to access the Internet. I
would like to allow that app to access the Internet but disallow our users to
access anything else on the Internet. Does anyone know how I can do this?

To Stop People Changing The Above Settings:

The above will also stop Microsoft Office Update too
