How do I add the "Recover Deleted Items" command?

I'm trying to recover some emails that were permanently deleted from Outlook.
However, when I click on the Deleted Items folder and go to tools, I do not
have a command that says "Recover Deleted Items", which the Outlook help
section tells me to click on. I have searched for it to add to the Tools
menu, but I can't find that command anywhere. Is there any way that I can
add that command to my menu? Thanks for the help!

Connect your Outlook to an Exchange server. The help mentions that you must
use Exchange as this is a feature provided by the mail server, not by a
client program.
 
Can you tell me what 'Exchange' is and how I can get this program?
