How create icons to replace custom folder icons?

Hi I want to create my own icons and replace the custum
folder icons with.
What format does the icons have and in which program can
I create them?

The format is .ico For system icons (such as folders), it is usually
enough if your icon contains these sizes and colors -
16x16x16color, 16x16x256color, 16x16x32-bit, 32x32x16color,
32x32x256color, 32x32x32-bit, 48x48x16color, 48x48x256color, and
48x48x32-bit

Use an icon editor to create the icons (there are several good
editors: IconForge, Microangelo, IconEdit Pro, etc.).
