How can Outlook be reinstalled on XP

Working with XP Pro. User was using only Outlook Express and deleted every
file relating to Outlook. Now they want to install Outlook and there is
nothing to be found. How can Outlook be reinstalled?

Outlook or Outlook Express?
For Outlook; insert the Office CD
For Outlook Express; reinstall Internet Explorer 6
