how can I reinstall IE?

Internet Explore cannot find my internet connection. I have tried to install the IE again but the installation rejected because the latest version has been already installed, and then I have tried to uninstall the IE from "add and remove programâ€, but it looks like IE does not exist. Please let me know how I can solve the IE problem.

I cannot even access IE 6 because it says page not availbe DO I have a
registry key problem

I have Windows xp Pro but do not systems disk or pro disk any more
somebody stole them got computer back and now can not access internet
