How can I make the Language Toolbar go away for good?

Every time I boot the Language Toolbar is displayed in
the system task bar. I can right click on the task bar,
go to Tool Bars and deselect Language bar to make it go
away, but the next time I boot it's back.

How can I make the deactivation of the Language bar
sticky?

Uninstall it with Add/Remove programs | Windows Components.
It is an Accessibility Option.

Control Panel - Regional and Language options. Languages page, click
Details, and at the bottom of the page click Language Bar and uncheck
the boxes. Click Apply wherever it is not greyed out as you OK out
