How can I make a web log using Front Page 2003?

FrontPage 2003 itself can't really make a blog. You could create your own
series of database results regions to pull entries from a database, and then
a bunch of forms to help enter the data into the db, but you'd have to do a
good bit of design work yourself in order to create the blog. Remember, FP
2003 was developed 4 years ago, at that time blogs were still way from the
mainstream.

You can find a number of free and paid blog services out there, and even
some open-source ones that can integrate into your web site. If you want to
host your own blog, you can run a search for blog software on google, just
make sure that you know what type of server your site is hosted on and what
your database options are (such as MySql, Access, MS Sql Server).
