Front Page 2003--Bookmarks or Pulldown Menus?

An individual in my school is trying to post a long document on the web using
Front Page 2003. He is hoping to have a pulldown menu so students can select
the section of the document they choose to reference. My suggestion was
bookmarks, he isn't thrilled with it. Can I use pulldown menus in Front Page
2003; if so, how do they work. I'm not finding any resources about this.

If it is a single web page, then all links to any section will be a link to
a bookmark, or to a code fragment (same thing, different words). How you
set up the links is another matter.
DHTML Flyout menus, list of links, dropdown list using select form field -
all are possible within FrontPage. What do you mean by "pulldown"?

It does sound as if your "individual" should split the document into several
pages - this will make loading faster, reading easier and future maintenance
easier.
