How can I have the -screen saver-password protection- resume to the welcome screen?

A couple of weeks ago Doug tried to help me work through a problem where my screen saver -password protection- resumes to a password protected locked screen. I need the computer to resume to the welcome screen so that guest users have access to the computer. Below is what Doug had me check. With no results

Is your computer part of a domain? Or set to be part of a domain

Have you tried disabling the Welcome Screen and Fast User Switching, then reenabling them
Also, go to Start, Run and enter SERVICES.MSC
Check the Fast User Switching service and the Terminal Services service. They should both be set to Manual start, and should be Started

I have not installed autopatcherXP. As best I know I didn't change anything, it just started opening up to the locked-password protected screen instead of the welcome screen.
This isn't what I want. Any ideas where I can search for help would be appreciated.

Look in the right pane for the values called AllowMultipleTSSessions and LogonType. Both of these values should be set to 1. If not, double click the value that needs to be changed and set it to 1.

I have my screen saver set to "on resume, password protect". Prior to a week ago the computer would re-activate to the welcome screen so that my unprotected guest account was accessible. Without me making any changes (maybe an automatic security update?) the computer now re-activates to a locked screen that requires my password.
How can I have the -screen saver-password protection- resume to the welcome screen so that others can use the guest account

Do you mean you want the screensaver to log the person out,
and not just lock the computer?

If so, you can install winexit.scr screensaver from the
Windows 2000 Resource Kit. That works pretty well.

Win2k and WinXP at least).

I tried winexit.scr and it closes my applications and logs off to the welcome screen. What used to happen until a few weeks ago is that the password protected screen saver would resume to the welcome screen and guests could use their account with my open applications still operational. I don't know what caused the change, perhaps a security update? Any ideas on how to get back to how the screen saver to welcome screen used to work
