How can I get rid of "Dial up networking" popup?

How can I get rid of the "Dial-up networking" box that pops up to interrup my
work at inconvenient moments?
 
Have you tried Internet Explorer-Tools-Internet Options-Connections
tab and checked "Never dial a connection"?
