How can I enable more than 16 rules?

I have more than 60 rules in Outlook for sorting email. I have an Exchange
2003 server, but since I upgraded from Outlook 2000 to Outlook 2003, I can
only enable 16 or 17 of the rules. The others will not run automatically,
even if I mark them all as local to this machine.

How can I get these reenabled so as to run automatically?
 
outlook supports 32 kb of rules - and 2003 uses Unicode for rules so they
are a bit larger than rules from older versions. the trick to force rules to
client side was removed/disabled with ol2002 and all rules are stored on the
server now.
