How can I delete this file?

I recently deleted an avi file, and it was 'deleted' to my Recycle Bin no
problem. However, when I've tried to empty my Recycle Bin this file throws
up the following error message:

Error Deleting File or Folder

Cannot delete Dc138: It is being used by another person or program.

Close any programs that might be using the file and try again.

I've tried deleting it in Safe Mode but I get the same error message. Can
anyone please advise me on how to get rid of this file.
