How Can I Change a User Password?

I want to run a program as "User" but need the password, which I don't have.
What can I do to set it again?

Please explain...

1.You don't have a password and want to set one...
OR
2. You have a password but you forgot it...
2.a Your running (current) account have administrative privileges or not ?
