horrible pop-up

every time I open IE, a pop-up called Global explorer
takes over. It has no X button to close, so there is no
escape. F11 only generates a message that the page is
still loading. ctrl/alt/del allows you to switch back to
the page you are trying to work on, but it doesn't last.
Ending the Global Explorer page closes IE completely. Any
Help?

Hi there,

1. Click Start, Run, type INETCPL.CPL and click OK.
2. Click the Advanced tab.
3. Under Browsing, clear the Enable third-party browser extensions (requires
restart) check box.
4. Restart Internet Explorer.
