The options to change the Home Page in the dialog box General tab from the Tools-Internet Options menu are all grayed out, and I can't change the home page

How can I fix this

oops!!

You may need to fix your registry:

http://mvps.org/winhelp2002/RepairTabs.reg
1) Restores the missing Tabs in IE (usually spyware related)
2) Unlocks the grayed-out Home Page section
3) Removes the Administrator message in Internet Options

RAS,
There are several utilities that "gray-out" (disable) the "HomePage"
WinPatrol, SpyBot, SpywareBlaster ...... if those don't apply
