Hit Counter stuck at 1

Private and _vti_bin both read/write enabled. I saw some earlier posts last year, and apparently it is
trying to 'count' on my C drive, instead of the web. They suggest opening the web live in Frontpage,
delete the counter, save, re-install the counter, save. I can't open the site live. I get error messages.
I even have to use Ace FTP to post, as Frontpage posts to the wrong folder. (I tell it /web, and it
ends up in /users/clearcut. Weird. Something about that Cobalt server. It works fine with the other
server! So I cannot use that method, as I cannot use Frontpage to open site 'Live'. (volume not avail.
or password protected) I have the password, but it never asks! Also tried resetting the path, but I'm
not sure what it should exactly be. Also, fpcount is nowhere to be found!

Unless you can upload via FP's http mode the counter and any other FP
component requiring the run-time version of the extensions will not work.

Open the root web first, then double click to open the subweb.

Thanks to all of you that replied.

First, my system does sit behind a Linksys BEFSR81
router. Port 80 is set to forward to the computer that
has IIS running. Logon is set for anonymous. Steve
Gibson's Port Probe website
(http://www.grc.com/default.htm) shows only Port 80 as
being accessible.

Second, I followed the links provided and got up-to-date
on robots.txt files- thanks. This is not an issue.

Third, I ran MBSA and found that IIS was set to
allow "Parent Path." I have no idea how important this
is, but the box in now unchecked (it most install checked
because I do not know enough about IIS to change any
settings).

Fourth, URLScan is now (and may have been before) running-
I am not at all sure what this does, or how it can be
accessed or monitored.

While it is possible, of course, that the change of color
in my background was a "user error" it is unlikely. I
have been using FrontPage for 4 years- and with the
exception of trying to get the Hit Counter to work, I
have made no changes to the webpage layout in years.

So I have turned FrontPage extensions back on-and the Hit
Counter remains stuck at 00001! I am back where I started-
but perhaps with a more secure setup.
