"hide inactive icons" not working

after upgrading from Windows Me to Windows XP
Professional, the "hide inactive icons" function is not
working. It is selected under taskbar properties, but
the little arrow in the cicle is not on the right edge og
the notifivation area and the inactive icons do not "hide"
