"Hide inactive icons" doesn't??

I've recently upgraded the systems i n my home to WinXP Pro, SP2. Most
everything is correctnow with the exception of a "nit" on my wifes'
notebook. I've "checked" the "Hide Inactive Icons" box on Task and Start
Menu Properties, but it doesn't seem to have any effect. ALL the icons
remain visible all the time.

Does anyone have any thoughts on how I'd FIX this?

what happens is that if the icons are not used for a certaion period of
time (i forgot exactly how long, maybe 30 days or so) you will be given
the option to hide them. a dialog box will pop up and ask you
