HID.DLL not found when installing device

When I connect a game pad, HID loads and detects the proper device (as it
should) but when I try to install the software for the controller, an error
message says that HID.DLL cannot be found. The file IS located in the
system32 folder where it is supposed to be and I even re-extracted it from
the drivers CAB. This problem also occured with a different game pad from a
different manufacturer. Help me please!
