I just bought a new labtop computer and was wondering is
microsoft outlook software on my computer? I looked in
all programs. I do not think that it is. Is this a
normal program to be on a newly bought computer? Where
can I get this software?

If it came pre-installed, it will likely be there as part of Microsoft
Office. However, thee's no guarantee Microsoft Office was part of the
package you bought. Look at your shipping list. If it was included in your
order, it will be on that list.

Outlook, indeed the entire Microsoft Office package, is a completely
separate product and is never bundled with your operating system. Some
computer vendors, like Dell, used to include Microsoft Office Basic Edition
as part of their standard installation package. Lately, Wordperfect Office
seems to have ascendency.
Where can I get this software?

Anyplace that sells computers, like Best Buy, CompUSA, Circuit City,
OfficeMax, Office Depot, will sell it. You can also find it online at
innumerable places like Amazon.com. You can even buy it directly from
Microsoft, but you'll pay top price if you do.
