HELP!!! Wizard error

I don't know what has happened. Now any time I try and
start a wizard in Access 2002 or 2003 I get an error
message stating that "This feature isn't installed, or
has been disabled". It is fully installed and there is
nothing listed as been disabled. I've tried a repair,
I've tried and uninstall/reinstall. I even tried did a
repair on Windows XP Pro and then installed Access. I
don't have a clue what is wrong... any ideas?
