microsoft office can't find the wizard

I'm trying to import a text file into a database using "get external data".
Receive the error: Microsofft office access can't find the wizard. This
wizard has not been installed, or there is an incorrect setting in the
windows registry, or the wizard has been disabled.

Have followed instructions, and there is nothing disabled. Have reinstalled
Office enabling all wizards. In addition to this, it seems like non of the
wizards are working in Access?

Can somebody kindly help me?

(Using Office 2003, with all updates, WinXP version 2002, wiservice pack 1
(unable to install service pack 2 due to other software application
restrictions)

Hi.

Make sure that Jet 4.0 SP-8 (MSJet40.DLL version 4.0.8618.0) is also
installed on your computer. Earlier versions of Jet 4.0 won't work with
several of the Access 2003 wizards.
