help with microsoft fax console

When I have my modem plugged in, the fax console operates even when
there is a phone call or I have disabled receive and when the program
is closed. Can anyone help me figure out how to keep the fax program
closed until I need it and yet keep my phone modem plugged in?

Not sure what you mean by "the fax console operates" ? As in:
it answers the call to receive a fax, or does a baloon pop up
asking whether you wish to receive the call as a fax ?

there is a phone call or I have disabled receive and when the program
is closed.

Before anyone can help you with these settings you'd have to
mention which windows version you're using.

In the fax program try going to Tools/Fax Printer Config/Devices/Modem
Property's/Receive and make sure the"Enable Device to Receive" box is
unchecked. You can then use Tools/Fax Monitor to manually receive fax's.
