Help with logon as Administator in Safe Mode

I am running WindowsXP with SP2 installed and all current updates
installed that I know of. When I tried to login as Administrator in
Safe mode it just says installing personal preferences and freezes. I
have to turn off AC to unfreeze. I can logon in Safe mode under the
only other user profile that has full administrator privilages. I am
trying to work out some other freeze problems during regular windows
logon so would like to get rid of all users except Administrator. I
have just done an "upgrade" installation with no change. Any
suggestions?

My guess on freezes is always video driver, as a first try.

Go to Start/Run, and type DEVMGMT.MSC , highlight the Video device, Action
menu, "Uninstall", then restart Windows, to find the device drivers again
automatically.
 
Thanks for the suggestion. Tried it but did not make any difference.
Since it NEVER freezes when I logon as user Hank and ALWAYS freezes
when I try as Administrator I thought it would be unlikely a video
driver. Any idea what might make logging on as Administrator in safe
mode not work?

Thanks for your response. I did an upgrade inplace repair. Problem is
unchanged. As soon as I can make sure I have gathered all the
software downloads I bought online, make sure I have all the license
numbers and other things I need to re-install I am going to do a total
drive erase and a from scratch re-install. Use to do it for earlier
versions of windows but newer WindowsXP seems to have a lot of extra
risk with Microsoft verification and other possible problems that
might develop. Want to make sure I can devote a full day on the
computer to do the job.

No Safe Mode, and/or a corrupt admin account both would call for a Repair
setup of XP.

Yes, a rebuild will answer the all important 'is it hardware releted'
question, and all the software issues for sure. Don't worry about activation,
since you get to use it again after every 120 days. Good Luck.
