Help with Local Login

I have a Win2k terminal server box that does not allow
anybody to login locally. The Ctrl-Alt-Del window is
displayed but nothing happens when the keys are pressed.
I know the keyboard is good. Logging in from a remote is
no problem. I need some help.

Do the Caps Lock or Num Lock buttons appear to be working when depressed, i.e. do the LEDs on the keyboard work when you press these buttons? If not, try unplugging and re-plugging-in the keyboard. If that doesn't resolve the problem, replace the keyboard. If still no go, Reboot
