Help w/ dual win2K -Win XP installation - Please!

I am trying to install a minimal copy of win2k on a small partition
(E), to be able to boot to a os w/USB 2.0, so if I need to backup
using my 2.0 external hd, I would presumably have acces to it (i'm
open to other options).
I will be installing XP Pro on the C drive afterword, but I've read
it's better to install the older OS first.
I have tried to install win2k on drive E, but always get errors upon
reboot, such as "missing ntoskrnl.exe". I have never been able to
proceed w/ the install past the re-boot.
I made a boot disk as suggested in other google searches, w/ a correct
boot.ini, then it just asks for the xxx.HAL, so I think it doesn't
have much of what it needs on the pre-install.
Any ideas on where I go from here?

BTW, it's a P4, 1G memory, 160 g drive w 40, 120, & 2 gig partitions.

WinXP with SP1 has USB 2.0 support - so I'm unclear why you need Win2k with
USB 2.0 support?

I was just looking for a less bloated OS to access my USB HD when
restoring a failed XP installation on the C: drive. I'm open to a
better idea?!
