Help & Support - msinfo32 - WIN XP Pro

after having trouble installing new software their tech support asked me to
enter "Start" "Run" "msinfo32.exe" I discovered it would not work - have
since discovered that when I enter "Start" "Help and Support" it also does
not work.

In each case the icon spins a few seconds then goes away. Anyone ever run
across this problem or a solution??
