HELP! "runtime error 216 at 00002E90"

When my "normal" users (not the user with administrator privileges)
attempt to run Windows Explorer, they get:
The instruction at 0xXXXX2e90 referenced memory at 0xXXXX250C. The
memory could not be "read".

After clicking "OK", they get "runtime error 216 at 00002E90". This is
on an XP Pro box with SP2. Using MsConfig to start in "Diagnostic"
(minimal drivers & startup) yields the same results, but has buggered my
activation. I also tried disabling all STARTUP items (using MsConfig)
-- same thing.

I've googled for 216 and 00002E90 and can't find anything relevant.
