Help! Rule only works when Rules Wizard is OPEN!!!!!!!!!!

Does anyone know why a rule would work automatically only when Rules Wizard
is left open. I don't mean just having Outlook running, I mean that Rules
Wizard has to actually be open to get the rule to fire.

Depends on the rule. You'll need to include more details about your setup;
version, account type en actual rule.

I am asking for another user, let's say "John Smith". Here's the info:

Outlook 2000 9.0.0.4527. Windows 2000. Exchange 2000 server. Rule is
currently the only rule in Rules Manager. Rule is Client-Side and is
configured this way: Apply this rule after the message arrives with Smith,
John in the body, move it to the XYZ folder (in Personal Folders)
 
Start with updating Outlook to SP3 level and additional hotfixes. Then if it
is still not working try recreating the rule.

Thanks, Roady. I know the user has recreated the rule more than once to no
avail, but I do not believe he has updated his Outlook to SP-3 so I'll
suggest it.

The user tried to update to SP3 but his system crashes during installation.
He already recreated the rule more than once.

Crashes during the update? How come? What error message do you get? This
could indicate that there is something more going wrong on the system you
should try to resolve first.

Roady, the error message the user gets is this:

Error 1328. Error applying patch to file. C:\config.msi\pt301.tmp. It has
probably been updated by other means, and can no longer be modified by this
patch.

While migrating Office 2000 SR-1 to a new pc (with windows xp home), I can
not bring up outlook. It crashes with the following error message:

AppName: outlook.exe AppVer: 9.0.0.6604 ModName: user32.dll
ModVer: 5.1.2600.2622 Offset: 00015087

By now I learned that:
1. There is no issue with running Outlook w.o. the updates (SP3)
2. I can bring it up only in safe mode with SP3 but after the "repair" it
crashes

Any suggestions ?
