Cannot Create Rule in OL-2000

When I Create Rule it does not save to Rules Wizard. Does anyone know why not?
 
Do you have many rules? What happens when you try? Are there any error
messages and/or numbers?
 
I have four rules including the Exceptions rule. When I create a rule it
seems to create the rule alright, but when I run the Rule on the Inbox, it
does not remove the item. I get no error messages or numbers. In looking at
the problem further, I find that the Rule appears to append the address to an
existing Rule (similar rule). But when I run that Rule it does not remove the
messages from the Inbox.
 
What happens if you tell the rule to stop processing other rules? Perhaps you
have a rule conflict?
