HELP: Properties won't change

I had something happen that I can't explain.
I had an application install from the internet & after it did, I can no
longer change properties of anything on the desktop, themes, background.
Also, certain sounds don't work. Windows events don't make sound, but
windows media player works fine. Audio in my dvd programs isn't working
anymore either.

Any idea what has happened?
Please help me.

Open Help and Support on the start menu, and select System Restore, to go back to before that install.

I would, but I have absolutely no restore points listed.
Now, I did have some in December, but now for some reason, I don't.
So, that's a good idea, but I'm outta luck on that one.
