Help on: "Could not load the DLL library"

I have just purchased a new labtop and am trying to load different programs
from the internet, but this same error continues to pop up "Could not load
the DLL library." Please help me ;(
 
The issue is likely with the program itself you are attempting
to download or it is not Windows XP compatible.
