Help needed recreating Default User Profile

I am helping someone who has a Win XP SP2 system in which the Default
User Profile has basically been deleted. All that exists is the folder
C:\Documents and Settings\Default User. Everything inside has been deleted.

I have created a new profile and customized it and would like to have it
become the Default User profile. when I attempt to copy the new profile
to Default User, I get the following error:

Failed to set security on the Destination Profile.Error-Access is denied

When I look at the permissions on the folder, the Administrator has Full
Control and all rights.

Can anyone point me to a simple explanation on how to re-create the
Default User profile.

Are you logged into your User Account, which has Administrator rights or are
you logged into the Administrator account?

Log in as the Administrator account:
* Click Start > Run > type 'control userpasswords2', click OK
* uncheck 'Users must enter a user name & password to use
this computer', click OK.
*At the Logon screen, enter password if you have one
* Restart computer, it should log in as the Administrator
* Copy & Paste Profile

If this isn't working, attempt from 'Safe Mode'

Log into 'Safe Mode':

* Start > Run > type msconfig, click OK > 'BOOT.ini' tab > check SAFEBOOT,
click OK NOTE: If on Local computer, click OK ('MINIMAL' selected by
default)
If on a Network computer, check NETWORK, click OK
* restart computer

To return to Normal Boot Mode:

* Start > Run > type msconfig, OK > General tab >
check 'Normal Startup-load all device drivers & services', click OK

Thanks Drew for the suggestions. Neither works though. I think I am
going to just re-image the system rather than try to fix it. I have
already spent too much time on it.
