Windows Vista User Profiles

I'm having a problem figuring out how Vista handles the user profiles.
I'm running RC1. Here is what I've done with XP in the past:

1) Create a local user - "Setup"
2) Configure that Setup user to have everything how it should be
(desktop, icons, background, start menu, registry settings, etc).
3) Restart XP (releases the lock on the profiles) and log in as local
administrator account
4) Using the "User Profiles" option under My Computer properties, copy
the Setup profile to the "Default User" directory under Docs and
Settings
5) Log in as a new user (local or domain), which copies its profile
from the Default User - same settings as Setup user. Works perfectly.

Now - if need be, I can delete and recreate those profiles for testing:

1) Restart the computer and log in as local administrator account
2) Browse to the Docs and Settings directory and delete the users
directory that was created
3) Log off and back in as the new user - XP just recreates the profile
by copying the Default User

That way I can change the Setup, copy to the Default and re-test the
changes by deleting and recreating the user profiles.

But it's not working that way under Vista RC1 for me. For one thing,
the local administrator account is disabled and can't be logged into
easily. So here are my steps:

1) Create a local account called "Admin" and make it a member of the
local admins group
2) Create my Setup user and follow the steps to prepare the profile
how I want it
3) Restart Vista and log in as "Admin" user
4) Using the "User Profiles" option under Computer properties, copy
the Setup profile to the "Default" directory under C:\Users
5) Log in as a new user (local or domain), which seems to copy most
(but not all) of the Default profile settings (my Sidebar gadet changes
dont come over for example).

So I restarted - made more changes to the Setup user, copied the
profile back to the Default then tried to re-test the changes:

1) Restart Vista and log in as Admin user
2) Browse to the Users directory and delete the users directory that
was created - this came up with warnings that some files were system
files and shouldn't be deleted. Since I need the profile gone, I
remove them anyway.
3) Log off and back in as the user I just deleted.

Vista then logs me in using the local "Public" profile and brings up a
balloon saying: "You have been logged on with a temporary profile.
Changes you make to this profile will be lost when you log off. Please
see the event log for details or contact your administrator."

The Event Log shows: Event ID: 1511 "Windows cannot find the local
profile and is logging you on with a temporary profile. Changes you
make to this profile will be lost when you log off." Attempts to
diagnose this event ID with Microsoft comes up with no results.

Am I doing something completely wrong under Vista? Is this the correct
way to do what I want to do, or is there another more preferred way?
