HELP - my Outlook 2003 won't set up emails that work

Happy New Year - what a way to start the day...I had to do a windows xp
restore on my PC and reload all my programs. I installed Office 2003 with
Outlook and my outlook will not let me set up emails that work. During the
Test email part, I get an error saying it can't connect to the server - yet
it downloaded the emails I had waiting on the server. It's all so strange.
What am I doing wrong? I have to keep deleting the email address or it keeps
doing the send/recieve thing and the errors keep coming up so it is in effect
useless. Somebody PLEASE help.

Happy New Year Rita, - Sorry I'm no help to you, but I'm having a very
similar Outlook 2003 error message about not being able to connect to the
server, so tho't I'd tag on to your HELP post. Mine had been working fine for
years but recently began problems with sending messages; now it won't send or
recieve. The only thing different is we downloaded Windows Live Messenger 8.1
when MSN Messenger was abandoned. Cannot find any help on any MS websites.

I'm guessing it won't connect to the sending server (there are two of them,
one for sending and another for receiving). Have you contacted your ISP to
make sure you're setting up the account details correctly?

Hal,

It may be the ISP since I am having the same problem with Outlook 2003 on a
PC and Microsoft Entourage on a MAC lap top and desk top. My ISP is Cox
Cable in Southern Calif. I'll post if I find anything out.
