HELP My Computer Isn't Working Right!!!

I was on Microsoft Configuration Utility last night and I hit "Diagnostic
Startup". It prompted me to restart and when I did I got an Error that
Quickset encountered a problem and needs to close. I now can't use ANYTHING.
My wireless networking is gone, Norton is gone, and all my other programs
won't open. I tried to go back and do a Normal startup, but it keeps giving
me that Quickset Error message.

PLEASE HELP> How do I get my computer back to it's normal state????
 
Try doing a System Restore.

Bootup the computer and keep hitting the F8 key until you get a boot menu.
Select Safe Mode . When it boots into XP, Click Start, Help and Support,
and on the right side select "Undo changes to your computer with system
rstore"

Pick a date before the problem started.
 
I tried to do the system restore (during normal mode), but it won't let me go
back to a date before the problem started?? When I go into safe mode it
tells me that System Restore cannot be enabled in safe mode.

Also, when I try to go to help and support I get an error message that
Windows cannot open Help and Support because a system service is not running.

I went into "Admin tools", "services" and I noticed there are a lot of
services that show "disabled" as the startup type, and I know some of these
should be enabled??

I called Dell and they seem to think I have some type of spyware, and are no
help to me. I have Norton and Adaware so I don't know how I would have
gotten spyware. Although, when I try to run Norton it won't let me :(
PLEASE HELP
 
Boot into windows, Click Start, Run and type in msconfig

Click the Startup tab and see if everything has been disabled. If it has,
put a check in everything and reboot and see what happens.
