Help me Please!

[Cue]

I need help! ok I started my Windows XP computer and this
came up "<WINDOWS Root>\system32\hal.\dll." missing or
deleted please replace this line. I have my XP disk but
its not even running when I restart it. Im lost and ran
out of ideas. PLEASE HELP!!
