Missing File On start up

I Was Trying To Re-install Windows xp And Before Windows Can Come Up, I
Get........Windows Root System 32 ha dll Is Missing....Please Replace Missing
File And RE-TRY. I Cant Get The Comp. To Boot From CD What Should I Do?
Please Help Im Lost.. Dennis
