Did you change te permissions?
You can take ownership of the key first as well and have it apply to the
subcontainers as well (button Advanced-> tab Owner); press Apply.
Then mark the option to inherit permissions from the parent on the
Permissions tab; press Apply and then OK to close the screen. See if you can
disable it now.

I have the permission set to full control with the inherit box checked but I
am not given an option to apply anything, the apply button is grayed out

Not even when you set it to reset it? If you have troubles with the registry
you might want to ask it in a Windows XP newsgroup.
