help for RAS server

hello
i have windows 200 server(small business server)
i want to configure it as RAS server
what step should i follow?
i have try it but when i run rasadmin command from dos
prompt
it give error that Remote Access service it not stated
when i try to start it it gives message that it is already
started
can any one help me
