RAS Cannot Start ID iprtrmgr.dll

I have a windows 2000 server with DNS, DHCP, and RAS installed on it and a
modem card. I had to uninstall one of the NIC drivers and reinstall it.
Once I did this, RAS no longer worked. I have tried uninstall RAS to allow
me to reinstall, no luck. Each time now that I try to install the RAS server
I get

RemoteAccess Error .... Event ID 20103
Unable to load C:\winnt\system32\iprtrmgr.dll
Remote Access Server cannot start service specific error 8007042a

I have tried uninstalled RAS and going through multiple reboots. Removing
the modem card, removing the NICs (I did say NICs, but only one is enabled so
it is not multihomed).

Any ideas on how to total remove RAS and start from scratch?
