HELP - CPU Usage at 100%

I'm running Windows XP Pro on an AMD Athlon XP 2400+ Processor with 256 MB RAM.

Everythnig runs as it should until I try opening My Computer or use Run to
directly open a folder. As soon as I do this, my computer grinds to a halt
and the CPU usage goes to 100%.

I can open the Task Manager and it is Explorer.exe that is using all the
CPU. I have got another hard disk and installed a new copy of Windows on
that, but am still getting the same problem. Norton says I have no viuses or
otherwise - can anyone please help?
