HELP!! Control Panel causing computer shut down

To say I'm baffled would be an understatement!
How can trying to access control panel through the start button cause my
computer to restart.
Once restarted I get told that the system has recovered from a serious error
and the online crash analysis as per usual can give me no answers.
Can anyone out there help???
 
Hi Cath,
Try Reboot in safe Mode and Look for Event Viewer for Error Messages which
with Red Crosses and Write them down and send them here.
Try to be Sure your Cable are Firmly Fitted to the Computer case.
Be sure your computer is clean from viruses and malwares.

OH OH I can't use regedit either says it is not a win32 application
Think this puter may be being thrown out of the window at any minute
