Hibernate and Shut-Down Problems...!!!

I am basically computer illiterate when it comes to the inner functions...

Question #1...
I have just added an APC UPS to my computer which included a usb connection
for data backup. After going through the installation it told me that my
Hibernation Support was not enabled. Under Power Options on my Control
Panel I should have a tab called 'Hibernate' where I could enable
'Hibernate' and I do not have that tab. Can anyone help me?

Question #2...
When attempting to shut down my computer, I go to 'Start', 'Shut Down' and
it restarts my computer every time. I have to hold in the 'Power' button to
shut it down. Can anyone help me?
